Preparation of Budget Estimates for Financial Support in the National Defense Economic Zone

Accordingly, the preparation of estimates for financial support in the National Defense Economic Zone is stipulated by Circular 02 as follows:

- All support for national defense and security enterprises, National Defense Economic Teams, and state-owned enterprises under the Ministry of National Defense carrying out tasks in area C must be allocated at a stable level in the annual budget estimates assigned to the Ministry of National Defense.- Based on the assigned tasks, national defense and security enterprises, National Defense Economic Teams, and state-owned enterprises under the Ministry of National Defense carrying out tasks in area C shall prepare detailed estimates for each aspect as specifically stipulated in Items 1 and 2 of Chapter II, as reported to the supervising management agency for appraisal and then reported to the Ministry of National Defense to be included in the overall budget estimates of the Ministry of National Defense.- The Ministry of National Defense, based on the fixed budget allocations, shall appraise the expenditure estimates of the units, compile the estimates of the enterprises directly serving defense and security, the National Defense Economic Teams, and the state-owned enterprises under the Ministry of National Defense carrying out tasks in area C, and send them to the Ministry of Finance to submit to the Government of Vietnam for reporting to the National Assembly for decision.

Note that in case of newly arising urgent tasks, the Ministry of National Defense shall proactively adjust and reduce other non-urgent expenditure estimates to ensure funding for the new urgent tasks approved by the competent authority, but not exceeding the total estimated stable budget allocated annually.
