Organization and Management of High-Quality Training Program

The Ministry of Labor, Invalids and Social Affairs issued Circular 21/2018/TT-BLDTBXH on November 30, 2018, providing specific guidance on the organization and management of high-quality training programs.

Circular 21 stipulates that the organization of high-quality programs must fully comply with current regulations on intermediate and college-level training as prescribed by the Law on Vocational Education and must meet the following requirements:

- High-quality training programs must have the cooperation and participation of enterprises in the training organization process. At least 30% of the program's duration should be allocated for learners to practice and intern at enterprises, production, business, and service facilities in the same professional field as the training industry or profession;- There must be a cooperation contract signed between the school and the enterprise regarding training and receiving learners for practice and internships, clearly specifying job objectives and requirements for learners during the practice and internship period at the enterprise.

Additionally, Circular 21 also stipulates that learners graduating from high-quality intermediate and college-level programs will be awarded graduation diplomas by the schools according to the corresponding levels and industries or professions. The graduation diploma will include the additional content: "High-Quality Program".

Regarding career counseling and employment activities, the regulations are as follows:

- Schools providing training according to high-quality programs must have a specialized department for job counseling for learners after graduation;- There must be a commitment to training according to the address or job recommendation for learners after graduation; it must ensure that over 80% of learners have jobs, create jobs themselves in line with their trained industry or profession, or continue to study at higher levels.
