Circular 01/2016/TT-BQP was issued by the Ministry of National Defense on January 04, 2016, detailing the procedures and steps for recognizing the lifespan of cryptographic careers.
Accordingly, Circular 01 stipulates the order and procedures for recognizing cryptographic service years as follows:
- For individuals currently engaged in cryptographic work, the Head of the agency or organization directly using cryptographic personnel shall complete the dossier as prescribed and send it to the Cryptographic Department of the Ministries and sectors according to the system of organization and management of cryptographic personnel.- For individuals who have ceased to work in the cryptographic organization (retirement, sectoral transfer, resignation), the individual shall complete the dossier as prescribed and send it to the Cryptographic Department of the Ministries and sectors according to the system of organization and management of cryptographic personnel before ceasing to work in the cryptographic organization.- Within 15 working days from the date of receipt of a valid dossier, the Cryptographic Department of the Ministries and sectors is responsible for verifying the validity of the dossier and sending an official dispatch to the Government Cipher Committee; in case the dossier is invalid, the Cryptographic Department of the Ministries and sectors shall issue a written notification, guiding the organization or individual to complete the dossier within 5 working days from the date of receipt of the dossier.- Within 15 working days from the date of receipt of a valid dossier, the Political - Organizational Department/Government Cipher Committee shall be responsible for appraising the dossier and reporting to the Head of the Government Cipher Committee for consideration and decision on recognizing cryptographic service years.
