Objectives for Developing the International Cooperation Program of the Fund for Science and Technology Development

On August 31, 2018, the Ministry of Science and Technology issued Circular 12/2018/TT-BKHCN stipulating the construction, signing, and management of international cooperation programs of the National Science and Technology Development Fund in financing the implementation of scientific and technological tasks, and supporting activities to enhance national scientific and technological capacity.

According to Circular 12, the development of the International Cooperation Program of the Science and Technology Development Fund aims to achieve the following objectives:

- Promote international cooperation in scientific research, support academic exchanges between Vietnamese and international scientists, and create a favorable research environment for international integration to enhance national scientific and technological capacity.- Attract foreign resources for the scientific research of Vietnam.- Strengthen connections and develop an international cooperation network to improve the efficiency of scientific research management and funding in Vietnam.

The cooperation and selection of partners by the Fund are based on the principles:

- The participating parties are equal in rights and obligations when implementing relevant tasks, ensuring national security, complying with the laws of participating countries, international treaties, and related international agreements;- The Fund's partners are committed to financially contributing to the program;- The Fund prioritizes selecting and cooperating with large-scale organizations with high-quality funding and support in developed countries.

Circular 12/2018/TT-BKHCN takes effect from October 15, 2018.
