The Ministry of Natural Resources and Environment issued Circular 14/2017/TT-BTNMT on July 20, 2017, specifying the standards for materials and equipment in the field of cartography and land.
Circular 14 stipulates the norms for materials and equipment, including norms for material usage and norms for the use of tools (instruments, tools) and equipment (machinery). Specifically:
- Norms for material usage: The quantity of materials needed to produce a unit of product (to perform a job);- Norms for the use of tools, equipment: The number of shifts a worker directly uses tools and equipment necessary to produce a unit of product (to perform a step in a job).
Additionally, Circular 14 also stipulates the lifespan of tools and equipment: The expected period of usage of tools and equipment in production activities under normal conditions, corresponding to the economic-technical specifications of the tools and equipment. Specifically:
- Lifespan of tools: Measured in months;- Lifespan of equipment: In accordance with the current regulations of the Ministry of Natural Resources and Environment and the Ministry of Finance.
- The electricity consumption of electrical tools and equipment is calculated based on the tool/equipment's capacity, 8 working hours per day (shift), and the norms for the use of tools and equipment.
- The electricity consumption levels in the norm tables have been calculated using the following formula: Electricity consumption = (equipment capacity/hour x 8 hours/shift x number of shifts using the equipment) + 5% loss.
- The level for small, auxiliary tools is calculated as 5% of the tool level in the tool norm table.
- The level for minor materials and losses is calculated as 8% of the material level in the material norm table.
- Particularly for the material levels for cadastral surveying work, an additional 5% material loss due to transportation and construction is added.
