No one is allowed to enter the restricted area without authorization

This is one of the regulations for entering and exiting restricted spaces as stipulated in Circular 29/2018/TT-BLDTBXH, which was issued by the Ministry of Labor, Invalids and Social Affairs on December 25, 2018.

Accordingly, Circular 29 stipulates that when entering and exiting restricted spaces, the following regulations must be adhered to:

- Employers or direct managers at the production site must ensure the completion of risk assessments and control of hazardous and harmful factors to humans before granting permission for entry into restricted spaces. If the risk assessment results indicate that the restricted space presents a high risk level, which could cause fatalities, injuries, or poisoning to individuals entering the restricted space, then measures to mitigate these risks must be implemented.- No one is allowed to enter the restricted space without permission and approval from the responsible person at the unit.- The entrance to the restricted space must have warning signs indicating a dangerous area and prohibiting entry to unauthorized individuals. When there are no individuals inside and the sentinel is absent, the entrances to the restricted space must be appropriately covered to prevent unauthorized, unpermitted individuals from entering.- Adequate lighting must be ensured for individuals working inside the restricted space.- Adequate natural ventilation must be ensured, or sufficient clean air must be supplied to the restricted space before and during the entire time individuals are working inside; or measures must be in place to provide direct oxygen supply to each worker in the restricted space.- No one is allowed to enter the restricted space without having completed safety assurance measures.- Work in the restricted space must be stopped, and the permit must be revoked. To be specific:

- When air quality or hazardous and harmful factors pose risks of fatalities, injuries, debilitation, or occupational diseases to workers, the sentinel or other relevant individuals must report to the supervisor to temporarily suspend work, ensure the safety of individuals entering the restricted space, and promptly notify the responsible person for issuing permits.

- Upon being notified, the permit issuer must halt the work and revoke the issued permit for that work.

- Upon completion of work in the restricted space, the supervisor and the permit issuer must confirm the completion of work to close the permit.
