The Ministry of Labor, Invalids and Social Affairs has just issued Circular No. 27/2017 regulating the bridging training between levels in vocational education. The document takes effect from November 5, 2017.
Circular 27/2017/TT-BLDTBXH provides regulations on bridging training between levels in vocational education through formal and part-time methods, including: bridging training from elementary level to intermediate level and from intermediate level to college level.
This Circular applies to intermediate schools, colleges, and higher education institutions registered to train at the college level (hereinafter referred to as schools).
Schools may organize bridging training if they meet the following requirements:
First, they must have been granted a certificate of registration for vocational education activities at intermediate and college levels by the competent authority for the industries and occupations the school plans to provide bridging training in.
Second, they must have issued a bridging training program for the industries and occupations the school plans to provide bridging training in, constructed according to the regulations in Article 7 of this Circular.
Third, for bridging training in the health sector, the school must also ensure the condition of having at least one batch of graduates from the intermediate or college level in formal education.
Regarding the enrollment for bridging training, the enrollment subjects for intermediate level bridging training are those having an elementary certificate, vocational elementary certificate in the same industry or occupation and a secondary school diploma or higher; those having an intermediate diploma, vocational intermediate diploma, professional intermediate diploma who wish to undertake bridging training to obtain a second intermediate diploma.
The enrollment subjects for college-level bridging training are those having an intermediate diploma in the same industry or occupation and a high school diploma or equivalent; those having an intermediate diploma but lacking a high school diploma must ensure they have studied and met the requirements for the volume of high school cultural knowledge as prescribed by the Ministry of Education and Training; those having a college diploma, vocational college diploma who wish to undertake bridging training to obtain a second college diploma.
The time and method for bridging training enrollment are implemented according to Circular 05/2017/TT-BLDTBXH dated March 2, 2017, of the Minister of Labor – Invalids and Social Affairs regulating enrollment procedures and determining enrollment quotas for intermediate and college levels.
Bridging training time under the annual curriculum between intermediate and college levels ranges from one to two academic years, depending on the industry or occupation for students holding an intermediate diploma in the same industry or occupation.
Bridging training time under the modular or credit accumulation method between levels in vocational education is the time taken for the learner to accumulate enough modules or credits for each training program.
Bridging training programs are constructed on the principles of inheritance and integration to minimize re-learning of knowledge and skills the learner has already accumulated from other training programs; it must also reflect the objectives, content, training time; teaching, learning, and assessment methods. Additionally, it must ensure the provision of sufficient knowledge and skills that the learner lacks and update new knowledge and skills in the relevant industry or occupation at the training level.
Circular 27/2017/TT-BLDTBXH takes effect from November 5, 2017.
