Circular 17/2018/TT-BCT was issued by the Ministry of Industry and Trade on July 10, 2018, to amend and supplement certain provisions of Decree 36/2018/TT-BCT. Notably, there are new points regarding the documentation for registering the national industrial promotion plan.
Circular 17 stipulates that for the grassroots-level appraisal dossier, the units shall submit 02 sets of the project's registered dossier or the National Industrial Promotion Plan Registration Form (for project points) to the Department of Industry and Trade for grassroots-level appraisal.
The project dossier includes:
- Scheme established according to regulations;- Written request for support from the beneficiary unit (for projects where the implementing unit is not the beneficiary unit).- Particularly, some types of projects must be accompanied by documents as specified in Appendix 2 issued with Circular 17.
In addition, Circular 17 also stipulates that for the Ministry-level appraisal dossier, localities, units, and the National Industrial Promotion Center in regions shall submit 01 set of the project's registered dossier or the National Industrial Promotion Plan Registration Form (for project points) to the Department of Local Industry before September 30 each year (other cases follow the guidance of the Department of Local Industry) for Ministry-level appraisal. The project dossier includes:
- National industrial promotion scheme;- Grassroots-level appraisal form;- Note that some types of projects must be accompanied by documents as specified in Appendix 2 issued with Circular 17.
