According to the provisions of Clause 2, Article 1 of Circular 34/2018/TT-BLDTBXH, amending and supplementing Article 4 of Circular 42/2015/TT-BLDTBXH, the minimum study load for levels 1, 2, and 3 of elementary training applied to vocational education institutions, enterprises registered in vocational education at the elementary level, and relevant agencies, organizations, and individuals are regulated as follows:

- Level 1 - Elementary I requires a minimum of 5 (five) credits, with a minimum of 3 (three) training modules and a minimum direct learning time of 300 (three hundred) standard hours for those with educational background suitable for the profession to be learned.- Level 2 - Elementary II requires a minimum of 15 (fifteen) credits, with a minimum of 9 (nine) training modules for those with educational background suitable for the profession to be learned.- Level 3 - Elementary III requires a minimum of 25 (twenty-five) credits, with a minimum of 15 (fifteen) training modules for those with educational background suitable for the profession to be learned.
The study load of theoretical and practical training varies according to each training sector and profession, ensuring a ratio: theory accounts for a maximum of 25%; practice accounts for a minimum of 75%.
According to Circular 34/2018/TT-BLDTBXH, the minimum study load for elementary training levels is explained further as the number of compulsory modules and credits that learners must accumulate after graduating from the elementary level. Credit is a unit used to measure the amount of knowledge, skills, and academic results accumulated over a certain period, specifically: One credit is a minimum of 15 (fifteen) hours of theoretical learning and 30 standard self-study, individual preparation hours with guidance or 30 (thirty) hours of practice, experiments, discussions and 15 (fifteen) self-study hours, individual preparation with guidance or equivalent to 45 (forty-five) hours of internship at production facilities, enterprises, writing essays, assignments, or projects (if any), excluding specialized programs in the fields of defense and security.
Thus, it can be seen that the minimum study load for levels 1, 2, and 3 of elementary training has considerably changed compared to the previous regulations in Circular 42/2015/TT-BLDTBXH (The minimum knowledge and skill load for elementary level was 03 (three) training modules, with a minimum direct learning time of 300 hours, implemented from 03 (three) months to less than 01 (one) academic year).
