Ministry of Finance as the Authority to Issue Certificates of Eligibility for Accounting Practice

1. Develop and submit to the competent authority for issuance of strategies, policies for the development of accounting and auditing activities, regulations on accounting and auditing (including independent auditing and internal auditing), financial reporting and disclosure policies - budget;

2. Issue regulations on principles, standards, professional and technical methods of accounting and auditing;

3. Submit to the competent authority for the issuance of standards and conditions for accountants, chief accountants, auditors, practicing auditors, practicing accountants; standards and conditions for establishing accounting service enterprises, independent auditing;

4. Issue, re-issue, adjust, and withdraw certificates of eligibility for accounting services, independent auditing; certificates of registration for practicing accounting, independent auditing; suspend the practice of accounting services, independent auditing and suspend the business of accounting services, independent auditing in accordance with the provisions of law;

5. Guide, inspect, and supervise the implementation of legal provisions on accounting, auditing, accounting service activities, independent auditing; practicing accounting, independent auditing and handle violations in the implementation of legal provisions on accounting, auditing, and practicing activities of accounting and independent auditing; provide opinions on disagreements and disputes regarding accounting and independent auditing.
