Circular 09/2015/TT-BGTVT stipulates the provision, management, and use of data from vehicle journey monitoring devices issued by the Ministry of Transport on April 15, 2015.
Circular 09/2015/TT-BGTVT stipulates violations related to vehicle speed, continuous driving time, daily working hours for drivers, and data transmission violations are calculated and determined using a unified method on the service server and the server of the Vietnam Road Administration.

Moreover, calculation of violations is specifically regulated as follows:
Calculation of speeding violations
- The method for calculating vehicle speeding violations is carried out according to the provisions in Annex 2 of this Circular;- The software on the server must calculate speed violations according to the speed limit based on the road signs or speed-restricted areas published by the road management authority.
Calculation of continuous driving time violations
- The continuous driving time of one driver is determined from when the driver starts operating the vehicle (vehicle starts moving) until the vehicle stops for 15 minutes or more or changes drivers;- Continuous driving time violations are identified when the driver operates the vehicle continuously for 04 hours or more without stopping the vehicle for at least 15 minutes.
Calculation of daily working hours violations for drivers
- The driver's working day is calculated from when the driver starts operating the vehicle (vehicle starts moving) until 24 hours have passed or until the driver rests (does not operate the vehicle) for 14 hours or more;- Daily working hours violations are identified when the total driving time in a working day exceeds 10 hours.
Calculation of data transmission violations: Data transmission violations are identified when the vehicle moves from the position recorded at the start of data transmission interruption and there is no data during the period the vehicle moves between the two positions.
