On November 27, 2024, the Minister of Health of Vietnam issued Circular 41/2024/TT-BYT providing guidance on constructing economic-technical norms for quarantine and preventive healthcare services at public healthcare facilities in Vietnam.
The methods of calculating norms in constructing economic-technical norms for quarantine and preventive healthcare services at public healthcare facilities are specifically stipulated in Article 5 of Circular 41/2024/TT-BYT as follows:
- Direct material norms are determined as follows:
+ Determine the list and types of materials necessary for direct use to perform one (1) service;
+ Determine the consumption level of each material type to perform one (1) service based on methods stipulated in Article 4 Circular 41/2024/TT-BYT, to be specific:
++ Standard method: establish norms based on standards, technical procedures, and technical regulations prescribed by the competent state authorities.
++ Statistical, synthetic method: develop norms based on the analysis of data collected in previous periods (in the past three consecutive years) regarding material and direct labor consumption to perform one (1) service.
++ Analytical, experimental method: establish norms based on scientific and practical foundations through surveys at units (imaging, timing, other measurement techniques) when determining material and direct labor consumption to perform one (1) service.
++ Expert method: utilize experts' experience in the field to evaluate technical requirements and work content to determine material and direct labor consumption to perform one (1) service.
++ Economic-technical norms are determined by one or more methods stipulated in Clauses 1, 2, 3, and 4 of Article 4 Circular 41/2024/TT-BYT. If standards, technical procedures, and technical regulations have been issued by the competent state authorities, the method prescribed in Clause 1 of Article 4 Circular 41/2024/TT-BYT must be applied.
+ For direct materials where one unit of quantity can be used for more than one service execution (e.g., clothing, hats of staff,...), the norm is calculated using the following formula:

+ Determine the wastage rate (%) (if any).
- Direct labor norms are calculated as follows:
+ Determine the labor time in hours for each job position. Each job position is determined based on job title, grade, or specialization (if any) of the laborer;
+ Determine the labor consumption of each job position to perform one service according to the method stipulated in Article 4 Circular 41/2024/TT-BYT;
+ Method for determining the direct labor norm of each job position to perform one service when more than one service is simultaneously executed at one time.
