Medical Support Needed for Forces Participating in Propellant Destruction

The medical support for the forces involved in the destruction of propellant is stipulated by Circular 109 as follows:

- All forces working in the destruction area must undergo annual health check-ups; they must have appropriate health conditions and no symptoms of illnesses that would affect the work they are expected to undertake.

- Units must develop an accident response plan and procedures in the destruction area before organizing the destruction of propellant:

- The content of the plan must identify the necessary facilities and equipment to implement accident response;- Measures to minimize the risk of fire (explosion) accidents and the risk of mass accidents occurring during the propellant destruction process.

- At the same time, Circular 109 outlines that the fire (explosion) accident response plan must include responsibility clauses:

- Managing on-site emergency response processes, such as: First aid and on-site care procedures; procedures for moving victims out of hazardous areas;- First aid and on-site medical care including: Comprehensive resuscitation techniques, artificial respiration; temporary wound bleeding control; wound bandaging; temporary bone fracture fixation; transporting victims out of hazardous areas;- Medical care and treatment for victims during transportation from the incident or accident site to the nearest medical facility.
