In 2016, the Ministry of Finance issued Circular 248/2016/TT-BTC stipulating the rates, collection policies, payment, management, and use of fees and charges applicable at inland waterway ports and terminals.
fees, the fees applicable at ports and inland waterway terminals are managed and used as follows:
- Fee-collecting organizations that are inland waterway port authorities are allowed to retain 90% of the fees collected to cover these expenses and remit 10% of the fees collected to the state budget.- Fee-collecting organizations that are maritime port authorities are allowed to retain 50% of the fees collected to cover expenses and remit 50% of the fees collected to the state budget.- The retained fees are managed and used in accordance with the regulations in Article 5 of Decree 120/2016/ND-CP, detailing and guiding the implementation of certain provisions of the Law on Fees and Charges; among which, other expenses related to fee and charge collection include: Midday meal expenses as per legal regulations; renting representative offices for inland waterway port authorities...
