On February 21, 2020, the Minister of Public Security officially signed and issued Circular 19/2020/TT-BCA regulating the implementation of democracy in immigration management by the People's Public Security.
Currently, the purpose of implementing democracy in the management of immigration procedures by the People's Police is to ensure the lawful rights and interests of agencies, organizations, and individuals requiring or related to the resolution of immigration procedures; to create conditions for agencies, organizations, and individuals to participate in monitoring the implementation of democracy in the management of immigration procedures. Building a team of officers and soldiers carrying out the immigration management work of the People's Police with sufficient ethical qualities, competence, and professional expertise, contributing to the protection of national security, ensuring social order and safety, and strengthening international cooperation in the new situation...

According to Circular 19/2020/TT-BCA, officers and soldiers engaged in immigration management work are responsible for strictly adhering to the work processes, regulations of the Ministry of Public Security on implementing democracy in immigration management, and the legal provisions in resolving immigration procedures; they are not permitted to accept money or other material benefits to resolve immigration procedures; they are not allowed to arbitrarily set up procedures, documents or charge additional fees and charges outside the regulations; they must not receive agencies, organizations, or individuals requiring immigration procedure resolutions at locations other than the office; they must not have dictatorial, harassing, or obstructive attitudes when performing their duties.
Furthermore, officers and soldiers engaged in immigration management work must promptly report to the unit's leadership to review and resolve cases beyond their authority or cases where agencies, organizations, or individuals have been explained to but still have questions or complaints. Officers and soldiers must maintain correct etiquette, demeanor, and attire according to the People's Police regulations; be civilized and courteous in communication and conduct; guide and clearly explain regulations related to immigration procedures for agencies, organizations, and individuals requiring them.
