On May 19, 2017, the Minister of Finance issued Circular 55/2017/TT-BTC detailing the management and use of the state budget for certain activities in the areas of security and social order and safety.
According to the Circular, state budget revenues and expenditures in the field of security and social order and safety are recorded in Vietnamese dong, in the correct budget year, budget level, and state budget index. State budget revenues and expenditures in foreign currency shall be converted into Vietnamese dong at the conversion rate specified by the Ministry of Finance at the time of occurrence for recording state budget revenues and expenditures.
All state budget expenditures in the field of security and social order and safety must be checked and controlled during disbursement and payment. Expenditures must be within the allocated budget estimate, compliant with policies, standards, and spending norms as stipulated by the competent authority and approved by the head of the budget-using unit or an authorized person to decide on expenditures.
The person making the expenditure decision shall be responsible for their decision, and if any wrong expenditure occurs, they must compensate and refund the state budget. Depending on the nature and severity of the violation, they may also be subject to disciplinary action, administrative penalties, or criminal prosecution.
State budget revenues in the field of security and social order and safety fall under the responsibilities of the Ministry of Public Security as stipulated in Clause 1, Article 4 of Decree 165/2017/ND-CP.
Agencies and units assigned with revenue collection duties shall organize the collection and remittance of state budget revenues fully and on time as prescribed by law for each revenue and the guidance of this Circular.
State budget expenditures in the field of security and social order and safety are the responsibilities of the Ministry of Public Security as stipulated in Article 8 of Decree 165/2017/ND-CP and the law on fees and charges.
Expenditures allocated within the state budget estimate of the Ministry of Public Security must comply with current policies, standards, and spending norms, ensuring the specificity to serve the tasks of security and social order and safety.
Circular 55/2017/TT-BTC takes effect from July 06, 2017, and applies from the 2017 budget year.
