Keeping "Pets" Also Requires Registration

Recently, the raising of rare and precious wild animals has not only brought economic benefits but also holds spiritual significance and is considered a hobby among Vietnam's affluent individuals.

However, raising rare and precious wildlife is not as simple as raising other pets because it requires permission procedures. To be specific:

According to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and Vietnamese law, animals are classified into 03 groups:

Group 1: Group of wild animals strictly prohibited from exploitation and use for commercial purposes

Group 2: Group of wild animals not prohibited but restricted in exploitation and use for commercial purposes

The species of animals belonging to these two groups are specified in Appendix I, II, III of the CITES Convention and Appendix IB, IIB of Decree 32/2006/ND-CP.

The licensing for raising wildlife animals in these groups is regulated by Decree 82/2006/ND-CP and Decree 98/2011/ND-CP.

Group 3: Group of ordinary wild animals (including species not listed in the aforementioned Appendix IB and IIB).

This type is not prohibited and also not restricted in exploitation and use; however, individuals or organizations are still required to apply for a wildlife raising permit. The procedure for applying for a permit is carried out according to the regulations in Circular 47/2012/TT-BNNPTNT.

In case of being allowed to raise forest animals of endangered, precious, rare species under group IB or other wild animals but violating the regulations on the standards of cages and farms, a fine ranging from 20,000,000 VND to 30,000,000 VND will be imposed (as stipulated in Decree 157/2013/ND-CP).
