In the Event of a Maritime Accident: Ship Owner Must Immediately Report to the Maritime Administration

To be specific, one of the responsibilities of the captain, ship owner, ship manager, ship operator, and relevant organizations and individuals related to maritime accidents is to report maritime accidents to the Maritime Administration or the Vietnam Maritime Administration or the Ministry of Transport promptly and accurately as stipulated in Circular 01/2020/TT-BGTVT.

The maritime accident report includes Emergency Report, Detailed Report, and Periodic Report as stipulated in Appendices 1, 2, and 3 issued with Circular 01. The content of the Maritime Accident Report must be truthful, accurate, and timely.

For maritime accidents causing bodily harm to crew members, the captain, ship owner, and employer, besides the obligation to report as prescribed in this Circular, must also report maritime labor accidents as per legal regulations.

In addition to the above responsibility, the captain, ship owner, ship manager, ship operator, and relevant organizations and individuals related to maritime accidents also have the following responsibilities:

- The captain of the ship involved in the maritime accident is responsible for organizing rescue operations quickly, promptly, and efficiently in accordance with the ship's safety conditions.

- The captain and crew members of the ship involved in the maritime accident are responsible for organizing the protection of the accident scene and the recording devices at the time of the maritime accident and providing evidence related to the maritime accident to the investigative authority.

- The captain, crew members of the ship, and relevant organizations and individuals related to the maritime accident are responsible for providing complete, truthful, and prompt information to the investigative authority and are fully responsible before the law for the information provided.
