Article 11 of Circular 08/2020/TT-BTNMT stipulates the observation position must be clear, receive prevalent wind directions; ensure a technical corridor; have enough area to install observation facilities; ensure the maintenance of long-term observation in Vietnam. Wind observation facilities in Vietnam are built and installed in the form of round columns or triangular shapes.

- Round Column: Made of stainless steel, resistant to chemical corrosion, and suitable for marine environments; height from 10 m to 12 m linked with a system of guy cables; pipe thickness greater than or equal to 0.003 m, pipe diameter greater than or equal to 0.049 m; the base of the column is fixed and firm.

- Triangular Shape Column: Made of stainless steel, resistant to chemical corrosion, and suitable for marine environments; height from 10 m to 12 m; equilateral triangle shape, consists of 3 main pipes at 3 corners, each side length 0.2 m and struts with a diameter greater than or equal to 0.015 m; pipe thickness greater than or equal to 0.003 m, diameter greater than or equal to 0.036 m; the base of the column is fixed; auxiliary equipment includes lightning protection, guy cables, tensioners, nuts.

Additionally, Article 12 of Circular 08/2020/TT-BTNMT stipulates specific observation frequencies in Vietnam as follows:

- Observations 4 times a day at 1 am, 7 am, 1 pm, and 7 pm.

- In conditions of dangerous weather, conduct observations as required by the competent authority.

- For automatic observations: automatically measure and transmit data 24 times a day or as needed.

Details can be found in Circular 08/2020/TT-BTNMT, which comes into force in Vietnam from  October 26, 2020.
