This is the content stipulated in Circular 19/2017/TT-BTTTT issued by the Ministry of Information and Communications on September 12, 2017, specifically regulating the protection of state secrets in the information and communication sector.
Accordingly, Circular 19 stipulates that the sending, acceptance, transportation, and delivery of state secret documents and materials of state agencies in the field of information and communication via postal routes must be conducted in accordance with legal regulations. To be specific:
- The transportation and delivery of state secret documents and materials between domestic agencies and organizations and Vietnam's state agencies and organizations abroad shall be carried out by diplomatic courier forces.- All cases of transportation and delivery of state secret documents and materials must adhere to the principles of confidentiality and sealing.- The delivery and receipt of state secret documents and materials in all cases must be recorded in a transfer logbook, with signatures from both the sender and the receiver directly at the clerical or confidential department of the unit.- When transporting state secret documents and materials, a plan and means of transportation must be in place to ensure safety during the transportation process.- The places holding and receiving secret documents must regularly coordinate and check to detect any errors or losses and promptly address them.
