Recently, the Ministry of Public Security officially signed and promulgated Circular 18/2020/TT-BCA which stipulates the implementation of democracy in fire prevention, fighting, and rescue operations by the People's Public Security forces.

According to Circular 18/2020/TT-BCA, in the tasks of fire prevention, firefighting, and rescue of the People's Public Security force, agencies, organizations, and individuals have the right to monitor the following matters:
- The implementation by the Police and Fire Prevention and Fighting Police of the provisions of the law and regulations of the Ministry of Public Security regarding the resolution of procedures and other matters related to fire prevention, firefighting, and rescue operations.
- The compliance with the People's Public Security regulations; regarding the style, attitude, and working manner of the Police and Fire Prevention and Fighting Police.
This monitoring is carried out through the following forms:
- The mass media.
- Through supervising entities as prescribed by law.
- Through direct interaction and resolution of work with officers and soldiers.
- Through the results of resolving cases, petitions, complaints, denunciations, recommendations, and reflections.
- Through recording devices, visual recording, or direct observation but must ensure the following conditions:
+ Does not affect the normal activities of officers and soldiers while performing their duties;
+ Outside the area ensuring order, fire safety, and rescue (for locations where firefighting and rescue operations are deployed);
+ Complies with other relevant legal regulations.
