According to Circular 46/2013/TT-BNNPTNT, the use of equipment for managing and operating spillways must comply with technical requirements, ensure the safety of structures, and minimize damage to downstream areas. The sector standards for the management and operation of flood-discharge spillways with sluice gates are stipulated as follows:

1. For the implementation criteria:

- Prepare tools, machines, and equipment used for the management and operation of flood discharge spillways;

- Establish procedures for managing and operating spillways with regulating sluice gates;

- Inspect and conduct trial operations;- Provide comprehensive operation reports;

- Ensure the safety of operators and structures;- Time of implementation according to the enterprise's standards.

2. For essential skills and knowledge:

Skills:

- Be proficient in utilizing Q, Z, a charts, reading water levels, and calculations;

- Properly create operating management procedures;

- Be proficient in inspecting and determining the condition of spillways;

- Master the operation of sluice gate opening and closing machines at spillways;

- Be able to record logs and report operating results;- Collaborate in team operations during the operation process.

Knowledge:

- Know how to utilize Q, Z, a charts, read water levels, and measure water levels for calculations;

- Understand the operating principles of sluice gate opening and closing machines at spillways;

- Know the methods for operating sluice gates at spillways;

- Master inspection and operation methods for flood discharge spillways with regulating sluice gates;

- Understand labor safety measures;

- Know methods for recording logs and creating reports.

3. Job conditions:

- Procedures for operating spillways with regulating sluice gates;

- At least 2 people required to perform the job;

- Water level gauges, flow measuring devices, sluice gate opening and closing machines, cameras, pens, computers, notebooks, printers, etc.

4. Criteria and assessment methods for skills:
