Recently, the Vietnam Ministry of Education and Training issued Circular 17/2013/TT-BGDDT regarding the framework program for professional secondary education in the following groups of industries: Processing of food, food products, and beverages; Production and processing of fibers, fabrics, shoes, and leather; Other production and processing.

According to the provisions of Circular 17/2013/TT-BGDDT, to ensure training quality, when implementing the training program, besides the general-use facilities and equipment, the training institution in Vietnam must prepare practice rooms and equipment for training program in the Food Processing and Preservation Engineering as follows:
- Analytical chemistry, biochemistry, microbiology laboratories.
- Practical workshop for producing food products.
- Room for quality control of food products.
- Cooperation with food processing plants for student internships.
Additionally, to effectively implement the training program, the training institution in Vietnam must have a sufficient number of teachers in both quantity and quality.
- The teaching staff must meet the standards according to the Law on Education and the current regulations of intermediate vocational schools.
- The number of teachers must ensure a suitable student/teacher ratio according to regulations, in which the core teaching staff must account for at least 70% of the training program's workload.
- Moreover, teachers participating in teaching must be proficient in informatics and foreign languages, and have practical experience in food processing and preservation engineering to support teaching and research activities.
