Climate change is one of the most pressing issues worldwide, having already created very adverse impacts on humanity. Vietnam is among the countries most affected by climate change, and therefore, specific measures need to be implemented to respond effectively.
Our State has enacted numerous policies related to climate change response. One of them is Circular 70/2018/TT-BTC, which regulates the management and use of non-business funding to implement the Target Program for Climate Change Response and Green Growth for the period 2016-2020.
Circular 70 provides specific guidelines on the formulation, allocation, management, use, and settlement of funds to implement the Target Program for Climate Change Response and Green Growth, specifically:
- Central ministries, agencies, and provincial People's Committees shall prepare a 3-year state budget financial plan and the following year's budget estimates for the Program and send them to the Ministry of Natural Resources and Environment, and the Ministry of Planning and Investment by July 20 of the current year; the Ministry of Planning and Investment shall compile and send them to the Ministry of Natural Resources and Environment for overall consolidation.- The Ministry of Natural Resources and Environment shall review and consolidate the 3-year state budget financial plan and the following year's budget estimates for the Program and send them to the Ministry of Finance and the Ministry of Planning and Investment by August 15 of the current year.- The above-mentioned 3-year state budget financial plan and the following year's budget estimates must clearly explain the objectives, tasks, and annual targets, cumulative results achieved by the end of each planning year, and the basis for calculating the corresponding funding for each project/task.
Circular 70/2018/ND-CP takes effect from September 22, 2018, replacing Inter-ministerial Circular 07/2010/TTLT-BTNMT-BTC-BKHDT.
