This is a noteworthy provision stipulated in Circular 52/2016/TT-BLDTBXH promulgating the National Technical Regulation on Occupational Safety for Bridge Cranes and Gantry Cranes.
To ensure the safe use of cranes and gantry cranes, units and organizations using these machines must comply with the following requirements:
- Only use cranes and gantry cranes that are in good technical condition and have not expired their technical safety inspection. During usage, if it is found that the cranes or gantry cranes are unsafe, the using unit may request an earlier inspection.- Cranes and gantry cranes may only be used according to their functions, intended uses, and technical specifications as stipulated by the manufacturer. Lifting a load exceeding the rated capacity of the crane or gantry crane is not permitted.- The transfer of loads using cranes or gantry cranes across workshops, residential areas, or areas with people is only allowed when separate safety measures are in place to eliminate the possibility of incidents and occupational accidents.- During the use of cranes and gantry cranes, the following are not allowed:- Persons boarding or alighting from cranes or gantry cranes while they are in operation;- Lifting, lowering, and transferring loads when there are people standing on the load;- Lifting loads when the load is unstable or only hooked on one side of the double hook;- Lifting loads buried under the ground, pressed by other objects, or bolted or concreted to other objects;- Dragging loads;- Using manual force to push or pull loads while simultaneously operating the lifting/lowering mechanism.- Crane and gantry crane operations must be stopped when:- Cracks are detected in important parts of the metal structure;- Residual deformations of the metal structure are discovered;- Any mechanism's brake is found to be faulty;- Hooks, cables, pulleys, and drums are worn beyond permissible values, cracked, or have other damage.
