Guidelines for Preparing Estimates, Allocating, and Assigning State Budget Estimates

The preparation of estimates, allocation, and assignment of state budget estimates from science and technology career funding sources and other sources originating from the state budget shall be carried out in accordance with the provisions of the Law on State Budget and the current guiding documents.

- Annually, based on the approved tasks of consultancy, critique, and social evaluation, the Vietnam Union of Science and Technology Associations (VUSTA) and local unions shall construct budget expenditure estimates, detailed according to each task and funding source as stipulated in Article 4 of Circular 11, and send it to the Ministry of Finance and local Departments of Finance as regulated.- VUSTA shall prepare budget expenditure estimates for managing consultancy, critique, and social evaluation activities and the costs for urgent and unexpected tasks but have not yet determined specific content to be incorporated into the annual state budget estimates of VUSTA.- Based on the budget expenditure estimates for performing consultancy, critique, and social evaluation activities approved by competent authorities, the Ministry of Finance shall notify VUSTA about the state budget estimates, and the Departments of Finance shall notify local unions about their budget estimates for implementation.
