Circular 13/2018/TT-BTC has recently been issued by the Ministry of Finance, providing guidance on the management and use of state budget funds to ensure the work related to international treaties and international agreements. This document replaces Circular 129/2013/TT-BTC.
To ensure the effective implementation of the provisions of Circular 13 and to ensure consistent application among agencies, the implementation is guided as follows:
- The expenditure levels stipulated in Circular 13 are the maximum expenditure levels. Ministers and heads of central agencies are proactive in specifying appropriate expenditure levels.- Provincial People's Committees are proactive in submitting to the People's Councils at the same level for deciding appropriate expenditure levels to be implemented locally.- In cases where ministries, central agencies, and localities have not issued documents stipulating specific expenditure levels, the heads of agencies and units shall decide on expenditure levels for international treaties and agreements, but not exceeding the expenditure levels stipulated in Circular 13.- For expenses related to international treaties and agreements for the year 2018, ministries, central agencies, and localities proactively allocate and arrange within the state budget expenditure estimates assigned by competent authorities for 2018 for implementation.- In cases where the documents referred to in Circular 13 are amended, supplemented, or replaced, the amendments, supplements, or replacements shall be followed.
