Guidelines for Evaluating the Outcomes of the Mountainous and Rural Program

Recently, the Ministry of Science and Technology has issued Circular 02/2013/TT-BKHCN stipulating the evaluation and acceptance of projects under the Program for Supporting the Application and Transfer of Scientific and Technological Advances to Serve the Socio-Economic Development of Rural and Mountainous Areas for the 2011 – 2015 period.

The organization of evaluating the results of project models under the Support Program for the application and transfer of scientific and technological advancements for rural and mountainous socio-economic development in the period 2011 - 2015 is implemented following the guidelines in Article 8 of Circular 02/2013/TT-BKHC, specifically as follows:

Regarding the dossier for evaluating the results of model implementation, it includes: model implementation result report; technical application procedure of the project; documents related to the implementation of the model.

The report on the implementation results of the model must include the following contents: results achieved compared to the content and scale of the models approved in the project explanation; the method of organizing, managing, and directing the implementation of the model; the situation of using budget support funds and mobilizing counterpart funds to implement the model; the socio-economic and environmental effectiveness of the model; the ability to maintain, develop, and scale up the model and be implemented at the model construction site.

In addition, based on the report on the implementation results of the model, the Model Implementation Evaluation Team discusses, evaluates, and confirms according to the following contents:

- The extent of implementation of the content and scale of the model compared to the contract and project explanation;- The method of organizing, managing, and directing the implementation of the model;- The situation of using budget support funds and mobilizing counterpart funds to implement the model;- The socio-economic and environmental effectiveness of the model;- The ability to maintain, develop, and scale up the model.

The results of the Evaluation Team's work are documented in a record according to the form prescribed in Appendix 1 attached to this Circular.
