Guidance on Remote Consultation for Medical Imaging Diagnosis

This content is stipulated in Circular 49/2017/TT-BYT issued by the Ministry of Health on December 28, 2017, aiming to regulate telemedicine activities.

Circular 49 stipulates that medical examination and treatment establishments performing remote consultation and diagnostic imaging must meet the requirements stipulated for long-distance medical consultation and treatment and the following requirements:

- Among the connection points participating in the remote consultation and diagnostic imaging process, the system integration must support sending and receiving data and medical images according to the Digital Imaging and Communications in Medicine (DICOM) standard from the Hospital Information System (HIS).- There must be a data compression and decompression system that meets medical imaging standards.- Medical images of patients after being read and diagnosed by doctors at the consulting establishment must be automatically stored in the database at the consulting establishment, and simultaneously this data should be stored at the receiving consultation establishment.- The minimum bandwidth at the connection points participating is 4Mbps. For connection points that serve as a central hub, the minimum bandwidth requirement is: (n-1) x 4Mbps, where n is the number of online connection points.
