Guidance on Preparing and Organizing the Cultural and Arts Competition for Vocational Education Institutions

Recently, the Ministry of Labor, Invalids and Social Affairs has issued Circular 33/2019/TT-BLDTBXH stipulating the organization of physical education, sports, cultural, and artistic activities in vocational education institutions.

According to the regulations, the organization of cultural performances is as stipulated in Circular 09/2016/TT-BVHTTDL dated October 14, 2016, issued by the Ministry of Culture, Sports, and Tourism, which regulates the organization of amateur cultural and artistic competitions and festivals. The organization and implementation must be prepared thoroughly in terms of content and form, ensuring cost-effectiveness and efficiency; units and individuals participating in the spirit of exchange, solidarity, culture, and in compliance with the rules of the competition.

The preparation for organizing cultural and artistic competitions in vocational education institutions for students is detailedly guided in Circular 33/2019/TT-LDTBXH, specifically as follows:

- Developing a plan to organize the cultural and artistic competition; issuing the cultural and artistic competition regulations.- Establishing the Organizing Committee to manage and implement the tasks of the competition; the Organizing Committee decides on the establishment of the judging panel and subcommittees to assist.- Developing and issuing the competition regulations.- The Organizing Committee of the cultural and artistic competition develops and issues the competition regulations and publically announces them.- Based on the scale and level of the competition, the Head of the Organizing Committee decides to solicit feedback from the cultural and artistic management agency according to the level of the competition before issuance.- The basic content of the competition regulations includes: purposes, requirements; time, location of the organization; participants and components; content, forms, genres; criteria, scoring methods; regulations on rewards, discipline, complaint resolution; regulations on dossiers and registration procedures; funding; other regulations (if any) and enforcement provisions.
