In order to promote the Vietnamese language and the cultural identity of the Vietnamese people, preserve and develop the spirit of connection to their homeland and country among Vietnamese people living abroad, the Ministry of Education and Training recently issued Circular No. 28/2018/TT-BGDDT stipulating the Vietnamese language program for Vietnamese people living abroad.
Circular 28 provided guidance on methods for teaching Vietnamese language to Vietnamese people abroad as follows:
Methods for Teaching Language Skills
- Instructors should focus on the effective use of appropriate language when organizing and developing ideas for listeners. Listening and speaking skills need to be taught from the beginning at lower educational levels.- Reading instructors must consider both the general needs of learners as well as their individual abilities and preferences. Support for reading texts with introductions, annotations, charts, images, tables of contents, and appendices is recommended.- Allow writers to explore ideas, visualize, and concretize those ideas.
