This is a notable content stipulated in Circular 10/2019/TT-BGTVT regulating disaster prevention in the maritime field.
According to Circular 10/2019/TT-BGTVT, if a maritime natural disaster occurs, the handling will be carried out as follows:
- When a natural disaster occurs, the leadership of the Vietnam Maritime Administration, agencies, units, and enterprises must actively manage their systems to execute the prepared plans and select appropriate options to handle arising situations, ensuring the highest effectiveness.- Adhere to the four-on-the-spot principle, including on-the-spot forces, on-the-spot means, on-the-spot logistics, and on-the-spot commanders.- In the event of a serious incident beyond the unit's human resources, materials, and equipment capabilities, promptly report to higher authorities for direction.- Immediately mobilize shock forces, equipment, and transportation means to deploy rescue efforts for people, property, vehicles, and facilities at the disaster site.- Ensure smooth communication, direct command, and management by agencies and units over subordinate units; promptly summarize and report the developments, disaster incidents, and damages to higher-level agencies and units.
