This is the notable content stipulated in Circular 01/2016/TT-BQP issued by the Ministry of National Defense on January 04, 2016, regulating the professional age limit for critical occupations.
According to Circular 01, the years of service for the recruited personnel in the cryptographic organization are calculated as follows:
- Persons assigned, seconded, or appointed to perform tasks for the cryptographic force will have their years of service calculated from the effective date of the decision on cryptographic work by the competent authority;- Persons selected for training, fostering, or specialized cryptographic training will have their years of service calculated from the effective date of the admission decision by the competent authority;- Persons engaged in other work within the cryptographic organization who later transition to cryptographic work will have their years of service calculated from the effective date of the decision on cryptographic work by the competent authority.
At the same time, Circular 01 also stipulates that persons working in the cryptographic organization who leave the job, transfer to another sector, and then continue to perform cryptographic tasks will have their years of service recalculated from the effective date of the decision on cryptographic work by the competent authority. The preceding time engaged in cryptographic work will be accumulated.
Example: Comrade Le Van A, with a salary coefficient of 5.90 level 9/10, mid-level category group 1, following the technical professional salary scale for cryptographic personnel, performed cryptographic tasks from October 1980 to December 1994, carrying out other tasks within the cryptographic organization from January 1995 to October 2004, leave the job in November 2004, and received a decision from the competent authority to resume cryptographic work in October 2007, continuing until retirement in December 2015. Hence, Comrade A's years of service in cryptographic work are calculated as follows:
- From October 1980 to December 1994 = 14 years 03 months;- From October 2007 to December 2015 = 8 years 03 months.
Total = 22 years 06 months.
Circular 01 also stipulates that if a person’s time in cryptographic work includes multiple periods, the total years of service will be the sum of the time spent on cryptographic tasks over those periods.
Example: Comrade Tran Thi B, with a salary coefficient of 6.60 level 6/9, following the rank salary scale for cryptographic personnel, was a Cryptographic Officer from February 1985 to February 2000, transferred to another sector in March 2000, and served as Head of Cryptographic Department from March 2010 to December 2015, retiring in January 2016. Comrade B's years of service in cryptographic work are calculated as follows:
- From February 1985 to February 2000 = 15 years 01 month;- From March 2010 to December 2015 = 5 years 10 months.
Total = 20 years 11 months.
