Currently, our state apparatus is assessed as being quite cumbersome and complex, with inefficiency in management due to many overlaps. Therefore, Decree 113/2018/ND-CP issued by the Government of Vietnam on streamlining the personnel is necessary to address this situation.

Funding sources for implementing staff reduction policies are derived from the following sources:

The budget for resolving the staff reduction policy for subjects specified in Clauses 1 and 2, Article 6 of Decree 108 is provided by the state budget, except for cases specified in Clause 2 below.
For individuals first recruited from October 29, 2003, onwards, falling under the staff reduction subjects specified in Points c and d, Clause 1, Article 6 of Decree 108, if they are recruited by a public service provider, the budget for resolving the staff reduction policy for these individuals will come from the regular expenditure budget of that public service provider.
The budget for resolving the staff reduction policy for subjects specified in Clauses 3 and 6, Article 6 of Decree 108 will come from the regular expenditure budget of the public service provider or association.
The budget for resolving the staff reduction policy for subjects specified in Clauses 4 and 5, Article 6 of Decree 108 will be arranged from the Enterprise Restructuring Support Fund as stipulated by law.

Decree 113/2018/ND-CP takes effect from October 15, 2018, amending and supplementing Decree 108/2014/ND-CP.
