Circular 01/2018/TT-BTC was issued by the Ministry of Finance on January 02, 2018, detailing specific funding sources to ensure traffic safety and order.
Accordingly, Circular 01 specifically lists the sources of funding for ensuring traffic order and safety, including:
- The state budget allocated from expenditures for economic activities according to current budget management decentralization in the regular expenditure estimates of the Ministries, central agencies, and localities;- The central budget supplements with targeted support for the local budget. During the period 2018-2020, the central budget will provide targeted supplements to the local budget amounting to 70% of the revenue from penalties for administrative violations in the field of traffic safety that the central budget is entitled to, arising in each locality in the preceding year (the estimate for 2018 will be based on the 2016 figures; the estimate for 2019 will be based on the 2017 figures, and the estimate for 2020 will be based on the 2018 figures).- Support and aid from domestic and international organizations and individuals for activities ensuring traffic order and safety;- Other sources as prescribed by law.
