The Ministry of Finance issued Circular 02/2018/TT-BTC on January 2, 2018, specifically regulating the funding for propaganda and public mobilization activities.
Accordingly, Circular 02 stipulates that the production teams with a staffing size of 3 or more people (excluding those in the augmented task teams stationed in the Tay Nguyen, Southwest, Northwest, and Vietnam-Laos border areas) are supported:
- Funding for the purchase of 1 motorcycle and 1 water filter (if necessary) with a maximum amount not exceeding 25,000,000 VND.- Funding to equip village cultural houses to serve common cultural activities with a support level of 30,000,000 VND/village, with local confirmation.- Funding for the purchase of gasoline, oil, and the repair of equipment and vehicles at the rate of 400 liters/team/year for economic-defense units on land and 800 liters/team/year for economic units on sea and islands.- Funding for professional training and ethnic language learning at the rate of 1,000,000 VND/person/year.- Individuals tasked with community outreach are entitled to a living allowance according to the flat rate of 12,000,000 VND/person/year. When receiving this allowance, they will not be entitled to duty trip allowances if working at their stationed locations.- Funding for the repair and maintenance of equipment at the rate of 3,000,000 VND/team/year.
Note regarding the funding support for the purchase of 1 motorcycle and 1 water filter, and the funding for equipping village cultural houses to serve common cultural activities: these supports are only provided if they have not been equipped before. After a period of 5 to 7 years, the re-equipment support may be considered (specifically, the purchase of a motorcycle may be considered for re-equipment after 3 years).
