Functions of the National Database

Circular 13/2017/TT-BTTTT was issued by the Ministry of Information and Communications on June 23, 2017, specifying the functions of the national database.

Accordingly, Circular 13 stipulates that the national database must have the following essential functions and characteristics to serve connection with information systems:

- Provide data according to scope

- Provide individual data for direct use by information systems;- Provide data in packages to serve storage and usage in information systems.

- Provide data according to update time

- Provide full data as required regardless of the data update time;- Provide data that has changed from the specified time to the time of the data provision request.

- Provide data according to the historical characteristics of the data

- Provide data valid at the request time (default, when the time characteristic of the data is not specified);- Provide data valid at the specified time (in case the national database stores historical data).

- Provide active/passive data provision

- Provide passive data when there is an extraction request from the information systems;- Proactively notify or provide data to information systems according to prior registration requests.

- Frequency of data provision from the national database to the information system connected to the national database

- Provide online data immediately after request;- Provide data periodically in case of large data and when data is not available.
