Circular 06/2018/TT-BKHCN has been issued by the Ministry of Science and Technology on the "National Technical Regulation on Internal Combustion Engine Lubricants". This is the first Circular detailing this matter.

To be specific, the management of internal combustion engine lubricants is regulated by Circular 06 as follows:

- Internal combustion engine lubricants that are manufactured, blended, or imported must be certified for conformity and bear the CR conformity mark before being circulated in the market.- The conformity declaration is based on the certification results of registered or accredited certification organizations. The conformity declaration is carried out in accordance with the provisions of Circular 28/2012/TT-BKHCN and Circular 02/2017/TT-BKHCN. The quality inspection of imported internal combustion engine lubricants is carried out in accordance with the provisions of Clause 3, Article 1 of Circular 07/2017/TT-BKHCN.- The conformity assessment methods and principles of application are specified in Article 5 and Annex II of the Regulations on the declaration of standards conformity and technical regulations conformity, and the conformity assessment methods issued with Circular 28/2012/TT-BKHCN.
