This is a noteworthy regulation in Circular 19/2020/TT-BCA issued by the Minister of Public Security, stipulating the implementation of democracy in the management of immigration by the People's Public Security.

According to Circular 19/2020/TT-BCA, aimed at building a team of officers and soldiers involved in immigration management of the People's Police with sufficient moral quality, capability, and professional expertise, contributing to national security protection, ensuring social order and safety, and strengthening international cooperation in the new situation. From July 1, 2020, the unit carrying out immigration management responsibilities shall:
- Propagate, disseminate, guide, and explain the policies, laws related to immigration management; regulations on immigration procedures.
- Receive and process immigration procedures according to regulations; in cases where documents are incomplete, promptly guide organizations or individuals to supplement their applications according to regulations; in cases of rejection of dossier receipt, non-processing of immigration procedures, or overdue resolution, provide a written response stating the reasons.
- When handling individuals violating immigration laws, if necessary to apply handling or preventive measures within the assigned authority, the immigration management unit must make a record or issue a decision according to legal regulations.
- Receive, handle, and resolve reflections, recommendations, complaints, denunciations, crime reports, and accusations according to the law and the Ministry of Public Security; all reflections, recommendations, complaints, denunciations, crime reports, and accusations must be recorded in the logbook and forwarded to the competent leadership for directive resolution.
- Handle or coordinate handling following regulations of individuals causing disorder at the location of immigration procedure resolution.
