Recently, Circular No. 16/2013/TT-BXD was signed and promulgated by the Minister of Construction, amending and supplementing a number of provisions of Circular No. 06/2013/TT-BXD providing guidance on Urban Design content.
Circular 16/2013/TT-BXD stipulates common requirements for Urban Design in overall planning projects, subdivision planning, detailed planning, and Specific Urban Design projects as follows:

- Urban Design in overall planning projects, subdivision planning, and detailed planning projects must comply with building planning standards and other relevant standards. Regulations in the Urban Planning Law related to Urban Design are specified in chapters II, III, IV of Circular 16.- The organization of preparation, appraisal, and approval of Specific Urban Design projects must be conducted in accordance with clause 2, clause 3 Article 32 of the Urban Planning Law.- Organizations and individuals involved in preparing Specific Urban Design projects must have the necessary capabilities as prescribed in Article 5 of Decree 37/2010/ND-CP on preparation, appraisal, approval, and management of urban planning. The principal architect of a Specific Urban Design project must have experience in architectural design and heritage conservation (in areas with heritage, monuments, and old architecture).- Objects involved in preparing Specific Urban Design projects include: Urban Design for a street; Urban Design for street blocks, land plots.
