From December 13, 2019, what requirements must the Protocol tasks meet?

According to the provisions of Circular 10/2019/TT-BKHCN, the Decree includes:

- Agreement documents of the leaders of the Communist Party and the State with foreign partners on science and technology;

- Meeting minutes of the intergovernmental committees, committees, and subcommittees on science and technology cooperation with bilateral and multilateral partners where the Ministry of Science and Technology is assigned by the Government of Vietnam as the representative: bilateral and multilateral agreements on science and technology cooperation signed by the Minister of Science and Technology with foreign partners as prescribed.

The tasks of the Decree must meet the criteria for scientific and technological tasks using the national state budget as stipulated in Clause 1, Article 25, Decree 08/2014/ND-CP; ensuring the contribution of resources from foreign partners to collaborate in the implementation of the Decree tasks; contributing to the promotion of science and technology cooperation with foreign partners and meeting one of the requirements of Vietnam as follows:

- Solving urgent scientific and technological issues.- Seeking, decoding, mastering, or creating new, advanced, breakthrough technologies, contributing to the creation of new products and new production sectors.- Enhancing the capacity and efficiency of science and technology management.- Promoting cooperation with foreign partners with particularly traditional relationships.
