Recently, the Ministry of Labor, War Invalids and Social Affairs has issued Circular 33/2019/TT-BLDTBXH stipulating the organization of physical education, sports, cultural, and artistic activities in vocational education institutions.
To be specific, Clause 2, Article 14 of Circular 33/2019/TT-LDTBXH stipulates that cultural and artistic activities for students in vocational education institutions are organized in the following 07 forms:

- Organizing reading rooms, research, and exploration through systems of books, newspapers, magazines, the internet, and other information and communication means;- Organizing clubs for students to participate in cultural and artistic activities, public culture, literary creation, music, painting, theater, cinema, and other art fields;- Organizing activities to express gratitude, memorial activities, voluntary blood donation, volunteering, and environmental protection activities;- Organizing for students to listen to news reports, political, social events, ideological activities, updating information, organizing contests to understand political and social fields;- Organizing cultural exchanges, cultural and artistic performances for students of educational institutions;- Organizing cultural and artistic competitions for vocational education institutions, including: competitions, festivals, art performances; music festivals; art performances; fashion shows; beauty pageants, models, elegant students; student festivals; contests to understand legal knowledge; contests to understand vocational skills; scientific and technical creative contests and other cultural competitions in accordance with legal regulations;- Other forms of organizing cultural and artistic activities in accordance with legal regulations.
Additionally, this Circular specifies the content of organizing cultural and artistic activities:
- Propagating and educating the viewpoints and policies of the Communist Party, the laws of the State, the nation's fine traditions. Praising the Communist Party, President Ho Chi Minh, praising revolutionary traditions, praising the homeland, the country, and the vocational education sector;- Educating human moral principles, sense of responsibility, civic duty, patriotism, love for socialism, ethics, lifestyle, cultural habits, history, national identity, and the quintessence of world culture;- Educating labor culture, professional working style; educational environment protection; health education and prevention of HIV/AIDS infection;- Reflecting the sentiments, aspirations, emotions, and responsibilities of students towards friendship, love, family, teachers, schools, and the community;- Praising positive manifestations and criticizing negative trends in human relationships, human interaction with the human heritage and the surrounding environment;- Other cultural and artistic activity contents in accordance with legal regulations.
