The Ministry of Finance has just issued Circular 206/2016/TT-BTC stipulating the rates, collection policies, payment, and management of usage fees for visiting Bach Ma, Cuc Phuong, Ba Vi, Tam Dao, Yokdon, and Cat Tien National Parks.
The entrance fee for the above national parks for adults is VND 60,000/person/visit. For students in universities, colleges, intermediate schools, and vocational schools, the fee is VND 20,000/person/visit. For children and students in primary and secondary educational institutions, the fee is VND 10,000/person/visit.
Categories eligible for fee exemption and reduction include: Children under 6 years old; People with severe disabilities as stipulated in Clause 1, Article 11 of Decree 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam regulating the detailed implementation and guidance of certain provisions of the Law on Persons with Disabilities.
A 50% reduction on the entrance fee to national parks applies to the following cases: First, those eligible for cultural enjoyment preferential policies as stipulated in Article 2 of Decision 170/2003/QD-TTg dated August 14, 2003, by the Prime Minister of the Government of Vietnam regarding "Cultural Enjoyment Preferential Policies."
Second, elderly people as stipulated in Decree 06/2011/ND-CP dated January 14, 2011, of the Government of Vietnam regulating the detailed implementation and guidance of certain provisions of the Law on the Elderly. Third, people with severe disabilities as stipulated in Clause 2, Article 11 of Decree 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam regulating the detailed implementation and guidance of certain provisions of the Law on Persons with Disabilities.
In the case of persons eligible for both cultural enjoyment preferential policies and either elderly or severely disabled status, they are only entitled to a 50% reduction on the entrance fee to national parks.
By the 5th day of each month at the latest, fee-collecting organizations must transfer the fees collected from the previous month into the waiting-to-pay state budget account opened at the State Treasury.
Fee-collecting organizations are allowed to retain 90% of the total fees collected to cover expenses as stipulated in Clause 2, Article 5 of Decree 120/2016/ND-CP dated August 23, 2016, of the Government of Vietnam; 10% of the collected fees must be paid into the state budget according to the corresponding chapters, items, and sub-items of the State Budget Index.
Circular 206/2016/TT-BTC takes effect from January 1, 2017, replacing Circular 126/2012/TT-BTC dated August 7, 2012, of the Minister of Finance stipulating the collection rates, policies for collection, submission, management, and use of the entrance fees to Bach Ma, Cuc Phuong, Ba Vi, Tam Dao, Yokdon, and Cat Tien National Parks.
