Expenditures to Ensure the Operational Activities of Civil Judgment Enforcement

Circular 43/2018/TT-BQP stipulates the expenditure content, expenditure levels to ensure the operational activities of enforcement of judgments, enforcement expenses coercion funding was issued on March 20, 2018. Noteworthy in this document is the list of expenditures to ensure the operational activities of civil judgment enforcement.

According to the provisions of Article 4 of Circular 43/2018/TT-BQP, these expenditures include:

  1. Payment of special allowances for the positions of executor officers, inspectors, and clerks of judgment enforcement; the payment level is according to the provisions at Decision 42/2016/QD-TTg.

  2. Payment for public services, purchase of materials, office supplies.

  3. Expenditures for ensuring information, communication, and liaison.

  4. Expenses for organizing meetings, preliminary and final reviews, scientific conferences on civil judgment enforcement, applying the expenditure levels stated in Article 12 of Circular 259/2017/TT-BQP.

  5. Expenses for organizing inspection and examination teams, working missions, surveys, and learning experiences in civil judgment enforcement.

  6. Expenditures for research, project planning, and scientific topics serving civil judgment enforcement, applying the expenditure levels in Circular 87/2016/TT-BQP.

  7. Expenses for developing and improving the system of legal normative documents, applying the expenditure levels stated in Article 5 of Circular 302/2017/TT-BQP.

  8. Expenses for printing books, forms to serve civil judgment enforcement; expenses based on actual arising, payment according to invoices, receipts, or contracts (if any).

  9. Expenses for management, guidance, professional direction, and organization of civil judgment enforcement.

  10. Expenses for ensuring the verification and valuation of assets.

  11. Expenses for custody, preservation, and destruction of exhibits and assets.

  12. Payment of hazardous allowances and responsibility allowances for staff handling records, custodians of exhibits, and cashiers of civil judgment enforcement; expenditure levels are applied according to the provisions of Circular 07/2005/TT-BNV.

  13. Expenses for citizen reception, guest reception, complaint handling in judgment enforcement.

  14. Expenses for training and fostering staff of the Military Judgment Enforcement Sector, applying the expenditure levels according to the provisions in Article 3 of Circular 139/2010/TT-BTC.

  15. Expenses for emulation and commendation activities in the Military Judgment Enforcement Sector, implemented according to the provisions in Circular 160/2014/TT-BQP, Circular 14/2015/TT-BTP.

  16. Expenses for regular and major repairs and purchases of fixed assets, equipment, and means to serve civil judgment enforcement activities. The expenditure levels are implemented according to the State's and the Ministry of National Defense's regulations. Payments are based on invoices, receipts, or contracts (if any).

  17. The management and use of civil judgment enforcement fees are implemented according to the provisions in Article 9 of Circular 216/2016/TT-BTC.

  18. Other professional expenditures according to the State's and the Ministry of National Defense's regulations.
