Environmental Monitoring Metadata and Relevant Regulations

Circular 40/2017/TT-BTNMT has been issued by the Ministry of Natural Resources and Environment specifying the technical standards for data sets on meteorological, hydrological, marine, air, and water environment observation, investigation, and survey. This is the first Circular that provides detailed regulations on this matter.

According to the new regulation, observation, investigation, and survey metadata for meteorology, hydrology, oceanography, air, and water environment include:

- Content information group: title, subject, description, type, summary;- Copyright information group: author, co-author, publisher, copyright;- Explanation information group: date, location, link, identifier, language.

- The content, structure, and type of information of the metadata are built in compliance with the Dublin Core data standard and must be encoded.- Metadata is created in the process of database construction and regularly updated.- The structure and type of metadata information include the hierarchy of information, field information symbols, value types, and description.
