Ensuring Policies for Seconded Officers

This is the content stipulated in Circular 09/2015/TT-BQP guiding the implementation of policies on leadership position allowances and ensuring funding for policy implementation, policies for seconded officers.

Content regarding assurance of funding for policy implementation for detached officers is specified as follows:

1. Assurance of salary and allowances: The unit dispatching the detached officer ensures the officer's salary, allowances based on salary, and leadership position allowances (if any). The detached officer remains on the payroll of the dispatching unit, which pays the salary monthly.

2. In cases where a detached officer is sick, involved in an accident, or passes away, the dispatching unit shall lead and coordinate with the unit utilizing the detached officer to ensure policies and benefits for the detached officer as if they were still on duty at the dispatching unit.

3. The dispatching unit ensures funding for organizing training, providing necessary military and defense information; and funding for summoning detached officers as required by the unit.

4. Specific occupational allowances (if any), business trip allowances, welfare policies, working conditions and means, provision of information, and professional and managerial training are implemented according to regulations.

Circular 09/2015/TT-BQP takes effect from April 20, 2015.
