Duties of Organizational Structure and Financial Management of the Vietnam Academy of Science and Technology

The Vietnam Academy of Science and Technology is an agency under the Government of Vietnam, performing the function of basic research in natural sciences and technology development; providing scientific grounds for the management of science, technology, and policy-making, strategies, and planning for economic and social development; and training high-level scientific and technological human resources in accordance with the provisions of the law.

1. Regarding organizational structure:

- Cooperate with the Ministry of Science and Technology to submit proposals to the Prime Minister of the Government of Vietnam for the establishment, reorganization, dissolution, or renaming of organizations and units under the Vietnam Academy of Science and Technology in accordance with legal regulations;- Manage the organization, apparatus, official personnel headcount, number of workers, job positions, structure of officials and public employees by rank, professional title; decide the rotation, transfer, appointment, dismissal, commendation, and discipline; policies, training, and retraining for officials, public employees, and workers under their jurisdiction in accordance with legal regulations.

2. Regarding financial and property management:

- Develop annual budget estimates and a three-year financial-budget plan to be submitted to the competent state authorities for approval in accordance with the legal provisions on state budget;- Manage the finances and property assigned to the Institute in accordance with legal regulations.
