Duties and Powers of the Voice of Vietnam Radio

This Decree stipulates the duties and powers of the Voice of Vietnam specifically as follows:

1. Develop and submit to the Government of Vietnam and the Prime Minister of the Government of Vietnam strategies, planning, programs, long-term, medium-term, annual plans, and major projects of the Voice of Vietnam, and organize their implementation upon approval.

2. Research and propose the construction and submission to competent authorities for the announcement of national standards; issue foundational standards according to the provisions of law.

3. Decide and take responsibility for the content, programs, daily broadcast duration on the program channels of the Voice of Vietnam, the coverage scope, and the scope of domestic and foreign information impact as prescribed by law.

4. Participate in the development of strategies, planning, and developmental programs and plans of the broadcasting and television system of Vietnam.

5. Organize the production, transmission, broadcasting, distribution, and storage of radio programs, television programs, electronic newspapers, and printed newspapers as prescribed by law.

6. Manage and decide on investment and construction projects within its authority as prescribed by law; participate in the appraisal of major professional and operational projects at the request of the Government of Vietnam and the Prime Minister of the Government of Vietnam.

7. Directly manage the specialized technical system of the Voice of Vietnam to produce programs, transmit signals, and broadcast programs and channels domestically and internationally as prescribed by law.

8. Organize and direct the research and application of scientific and technological advances in the field of broadcasting and other communications.

9. Conduct international cooperation in fields within the functions, duties, and powers of the Voice of Vietnam as prescribed by law.

10. Coordinate with relevant agencies to develop the specific financial mechanisms of the Voice of Vietnam for submission to the Government of Vietnam for approval.

11. Exercise the function of representing the state owner towards enterprises established by the Voice of Vietnam and towards capital contributions to enterprises as prescribed by law.

12. Decide and direct the implementation of the administrative reform program of the Voice of Vietnam according to the objectives and content of the state administrative reform program approved by the Government of Vietnam and the Prime Minister of the Government of Vietnam.

13. Train and foster professional and technical expertise in the field of broadcasting according to the provisions of law.

14. Manage the organizational apparatus, staffing, and number of employees; decide on the appointment, re-appointment, transfer, rotation, resignation, dismissal, training, fostering, commendation, discipline; implement salary policies and other policies for officials and public employees, and workers under its management authority as prescribed by law.

15. Manage and use the state budget and assets allocated domestically and internationally; coordinate financial resources among affiliated units of the Voice of Vietnam according to the Law on State Budget and related regulations.

16. Organize service provision activities as prescribed by law.

17. Implement reporting policies to the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Ministry of Information and Communications, and competent authorities as prescribed by law.

18. Execute other duties and powers as delegated by the Government of Vietnam, the Prime Minister of the Government of Vietnam, and as prescribed by law.

This content is stipulated in Article 2 of Decree 03/2018/ND-CP which takes effect from January 4, 2018.
