The Ministry of National Defense issued Circular 152/2017/TT-BQP on June 23, 2017, specifying the duties and powers of the Command of Ho Chi Minh Mausoleum Protection.
According to Circular 152, the tasks and powers of the Command in charge of protecting the Mausoleum of President Ho Chi Minh are specifically stipulated as follows:
- Perform the task of preserving for a long time and absolutely ensuring the safety of President Ho Chi Minh's body.
- Manage the operation and ensure the technical standards of the Mausoleum of President Ho Chi Minh and related technical facilities:
- Manage the operation of machinery and equipment systems of the Mausoleum of President Ho Chi Minh, the Memorial to Fallen Heroes, Ba Dinh Square, standby projects, technical infrastructure, and buildings attached to these works;- Maintain technical parameters in the Mausoleum of President Ho Chi Minh to ensure compliance with the standards for the preservation of the body and visitor services;- Plan the overall architecture, participate in the detailed renovation of technical infrastructure systems in the Mausoleum of President Ho Chi Minh, Ba Dinh Square, the Memorial to Fallen Heroes, and the People's Reception Area in sync with the overall planning of the Ba Dinh Political Center.
- Ensure security, readiness for combat, and perform ceremonial duties:
- Secure the safety of visits to President Ho Chi Minh and political and cultural activities to propagate and promote the political and cultural significance of the Mausoleum of President Ho Chi Minh. Organize honor guards and guard details to ensure security and safety for the Mausoleum of President Ho Chi Minh and the works under their management. Be responsible for security and safety checks before organizing visits at the Mausoleum of President Ho Chi Minh, the Memorial to Fallen Heroes, and memorial ceremonies at the Ho Chi Minh Relic Site in Da Chong, Ba Vi, Hanoi (hereinafter referred to as K9 Relic Site); cooperate with security units during significant holidays;- Conduct military and state ceremonies at the Mausoleum of President Ho Chi Minh, the Memorial to Fallen Heroes, and the K9 Relic Site as regulated;- Manage and ensure the absolute safety of the K9 Relic Site and standby projects.
- Organize reception and guide local and international visitors to visit President Ho Chi Minh, commemorate the Fallen Heroes, tour the K9 Relic Site, and participate in political and cultural activities to propagate and promote the political and cultural significance of the Mausoleum of President Ho Chi Minh, Ba Dinh Square, the Memorial to Fallen Heroes, and the K9 Relic Site.
- Research and cooperate on applications of scientific and technological advances in the embalming and preservation of the body for visitation and in innovating and enhancing the quality of the technical systems at the Mausoleum of President Ho Chi Minh.
- Coordinate and cooperate with units in the Management Board of the Mausoleum of President Ho Chi Minh, the Ba Dinh Historical-Cultural Relic Complex, and with Ministries, sectors, and localities where stationed to perform the assigned tasks.
- Implement the regulations, procedures, and legal documents of the Communist Party, the State, and the Army related to the directive work and special political tasks. Issue decisions, regulations, and procedures for unit management within the scope of authority assigned by the Ministry of Defense.
- Report policies to the Ministry of Defense and relevant functional agencies as prescribed.
- Perform other tasks as assigned by the competent authority.
