Duties and Powers of Educational Institutions Implementing Inclusive Education

On January 29, 2018, the Ministry of Education and Training issued Circular 03/2018/TT-BGDDT regulating inclusive education for persons with disabilities.

Educational institutions implementing inclusive education have the following duties and powers:

- Detect, mobilize, and receive persons with disabilities to study at the educational institution.- Arrange and allocate classes suitable for persons with disabilities; ensure each inclusive class has no more than 02 persons with disabilities. In special cases, the head of the educational institution may, based on actual conditions, arrange and allocate additional persons with disabilities in a classroom to ensure that those with disabilities who wish to integrate into education can attend school.- Develop and implement plans for early intervention activities, inclusive education; provide counseling and career orientation appropriate to the needs and capacities of persons with disabilities.- Build an inclusive, friendly educational environment, ensuring persons with disabilities are respected, supported, cooperated with, and allowed to participate equally in all educational activities.- Coordinate with families, the community, centers supporting inclusive education development, and specialized educational institutions to implement inclusive education.- Support the implementation of early intervention activities and the development of basic skills for persons with disabilities to integrate into the community.- Provide information on the education of persons with disabilities studying inclusively at the educational institution to the council determining the disability level of the commune, ward, and commune-level town.- Develop professional capacity for the team of managers, teachers, lecturers, and staff to fulfill the duties of inclusive education.- Mobilize human resources to support inclusive education and utilize the state budget allocated for performing inclusive education duties as per legal regulations.
